DMP Schedule 2 Clause 2.7.1 stipulates that 'The Supplier shall ensure that all Supplier Personnel security vetting procedures, under the DMP Agreement and individual Contracts entered into under it by Customers and Suppliers, are conducted in line with the Cabinet Office Security Policy Framework (SPF).

314. DMP Schedule 8 Clause 4, efficiency tracking. Considering that the DMP relates to the delivery of apprenticeship training, could you please provide examples of how suppliers can contribute to the efficiency tracking measures. How will the Customers work with the Supplier to ensure the Supplier is aware of emerging target operating models.
DMP Schedule 8 relates to the Agreement between GCA and the supplier.
Efficiency tracking will be discussed and agreed by the Authority and the supplier should review meetings be required.

312. EPA service delivery expectations - could you please provide an example of standards where Customers required EPA delivery in their 'home' or regional locations? Please note that where the supplier is not an EPAO they have limited influence over the EPAO's ability to deliver EPA in a specified location.

309. Our delivery for one of the standards is entirely bespoke. How do we answer the question "Please confirm how you will deliver 20% off the job training requirement", as this will depend entirely on employer preference. Similarly would we select all options for the "Training timetable" and 'National' for locations, as this will also depend on the employer. Thank you for clarifying
There is a blended approach option for off the job training.
The supplier should list all training delivery options that they can offer for a particular standard. Customers may filter on training delivery modes to narrow their selection of suppliers.
The supplier should select UK if they can offer national coverage.

In Dynamic Marketplace Agreement v 4.0, page 15 under Clause 13 (Quality standards) it says: "Where a new or emergent standard is to be developed or introduced by the Authority, the Supplier shall be responsible for ensuring that the potential impact on the Supplier's provision, or a Contracting Authority's receipt under a Contract, of the Goods and/or Services is explained to the Authority and the Contracting Authority (within a reasonable timeframe), prior to the implementation of the new or emergent Standard. " Can you clarify what is a 'reasonable timeframe"?
A "reasonable time frame" is a legal and contractual concept referring to the amount of time that is fairly necessary to conveniently complete a task, action, or obligation as soon as circumstances permit. Because it is not a fixed, statutory definition, it is determined on a case-by-case basis, often relying on custom, trade practice, or what is considered appropriate in specific circumstances.
GCA would not define nor provide a timeframe in this instance as this would be for buyers to define as part of their specific call off and specific circumstances.

306. Could you please confirm whether the intention is to use Attachment 5 Pricing Matrix for Apprenticeship Training Providers as eligible costs breakdown as defined by the Funding Rules? If so, could you please advise what format it will be incorporated in within the call off contract? Contract Order form referenced in Annex 1 and Annex 2 of the call off contract don't include the price breakdown of eligible costs.
This will be completed by the customer following Standard Award (Further Competition) or Rapid Award.

305. DMP Agreement - Please confirm the difference between expectations of Supplier DMP Manager and in Schedule 8 (DMP Management) and Account Manager in Schedule 2 (GOODS AND/or SERVICES and Key Performance Indicators)
Please refer to DMP Schedule 8 Clause 2.1.1 - DMP Manager has overall responsibility for managing the DMP Agreement.
The Account Manager is as per DMP Schedule 2 Clause 2.2.1 to be appointed to provide account management for each specific customer.

300. 19.1.3 says: "The Supplier shall respond to the Authority's request pursuant to Clause 19.1.2 within the time limits specified in the Variation Form. Such time limits shall be reasonable and ultimately at the discretion of the Authority having regard to the nature of the proposed Variation" Clarification question: What is the timescale please?
Timescales will be specified on the Variation form at such time as a Variation is identified.

299. Please advise what would happen if the Customer and Supplier are unable to resolve the conflict between the contract and ESFA Funding Rules - would the contract be terminated? What provision would be put in place by the Customer to ensure that the Supplier is compensated if the termination is a as a direct result of the contract not being Funding Rules compliant?
