16. We have seen CQ no 8 -
"Could you please clarify what is meant by 'off the shelf'? - Does it include accredited/qualifying courses and non-qualified courses?
Off The Shelf' is both accredited/qualifying courses and non-qualified courses, that require little or no customisation. Any OTS course offered under RM6219 must be delivered by the training provider themselves (no subcontracting or aggregators)."
It is reasonably foreseeable that there will be a demand for some OTS courses that we are not able to provide ourselves. It seems logical therefore to list a subcontractor who could cover these gaps, notwithstanding that we do not know the specifics of a course. In the light of CQ8, it seems that there is no point in listing sub-contractors because they may not provide OTS courses. Will you please clarify what the purpose of listing sub-contractors is, especially as we are required to estimate workshare and reach agreement with them on our collaboration.
The purpose of the OTS Service Type is to enable training providers to showcase their own OTS courses rather than being part of prime vendor's supply chain. The use of any subcontractors maybe be applicable for the delivery of the other Service Types i.e. Bespoke Training, Learning Technologies or Education Services. If you think this is likely then we would recommend you listing your key subcontractors as per Joint Schedule 6 (the DPS allows 35 if you need to add any additional ones please use Attachment 4)

14. Q)In Attachment 1F - Pricing matrix for SOTS, Does the column header "Subject Area" mean "Learning Category" ?
Q)The response to one of the clarification questions implied that this DPS could not be used by central government, however both the Contract Notice and the PIN clearly said it would not exclude central government departments. Could you clarify the position please?
Yes that is correct.
Yes that is correct Subject Area means Learning Category and;
No, Central Government can use the DPS but they must follow the Cabinet Office Spend Control process first where RM6145 is the default commercial agreement. If it is decided that RM6145 cannot meet the learning need, alternative solutions would then be explored. One of which could be RM6219.

13. Please could you explain the reasoning behind Question 148 on the Selection Questionnaire? Do we need to identify subcontractors from our supply chain who have previously delivered training to organisations involved in the steel supply and production?

12. We note that you have provided some explanation of adding courses in future. Is there any restriction on the number of off-the-shelf courses that we may add now?
No there is no restriction on the number of courses you can add. We are recommending that you put your top 20-30 courses per learning category to try and ensure it remains a streamlined process for customers. You are also able to add a url link on the off the shelf prospectus where you can showcase your complete course offerings.

11. Questions 150 to 153 of the DPSQ and SQ ask for details of all principle contracts undertaken in the past 3 years, to include certificates or performance. Can you define what is meant by the term "principle contract"? Question 154 asks for the same information for any subcontractors. Should we include details of contracts for work done by our nominated subcontractors either directly in their own right, or as a subcontractor to a principle other than ourselves? This could amount to a very large body of data, added to which we'd expect subcontractors to be reluctant to share commercial information with us about contracts that did not involve us.

8. The DPS wants bidders to list all their supply chain that will or could be involved in the delivery of Learning and Training Services. And it goes on to say that any not listed will not be allowed to participate in any call-off. Are we to list all of them for the DPS? This seems impractical.

No there is only 1 pricing matrix for OTS training as each requirement will be different under Bespoke Training, Learning Technologies and Education Services.

3. We are also keen to understand who the intended clients are i.e. is it more for training people in the community or providing programmes for employers? We deal with Senior Managers up to Director level and design and deliver bespoke leadership and management development programmes. We also have a small selection of off-the shelf non-accredited programmes.
The scope of RM6219 is quite wide and the intention is it will cover both training for employees of public sector organisations and community learning.

RM6219 is not a replacement for MLS, this has already been replaced scope wise by RM6145 - Learning and Development.

Attachment 6 is a copy of the SQ and DPSQ questions you will be asked to complete in the DPS once you start your application. We do not have a MS Word version as these have been taken directly from the DPS. No, other than attachment 2 which must be completed monthly once a call off has been awarded, the others are dependent on your organisation how you will deliver the services. Please refer to the READ FIRST document in the bid pack for guidance.
