295. Document Read next_Customer needs V4_RM6102 on Page 8 states: In addition, this DMP enables the Customer to procure an EPA independently from the apprenticeship provider. As detailed in Attachment 1b RM6102 Apprenticeship Training Dynamic Marketplace -End point Assessment (EPA) Services Matrix. For Apprenticeships with an integrated EPA, do we submit attachment 6; Pricing matrix for End Point Assessment? Or is the EPA included in attachment 5- Pricing Matrix for Apprenticeship Training Providers since the EPA is integrated? Also, for integrated EPA standards, do we complete Questions 50 - 63 on the portal "Please select the End-Point Assessment service(s) your organisation is able to provide" ? Or are these for non-integrated EPA delivery only? (and if so, how do we indicate that we deliver the EPA for integrated EPA courses?)
The supplier only submits Attachment 6 and Questions 50 - 63 if they are providing End Point Assessments only.

294. Re: adding courses In order to add a new course standard to our provision, I understand that we will need to be 'rejected' from the DPS in order to make the change, and then re-confirm our agreement to the Ts and Cs in order to be re-appointed to the DPS. However, how do we initiate this process? - Ie how do we notify CCS that we wish to add a course? I cannot see this in the guidance, so thank you for clarifying.
Hi please see document 'RM6102 Apprenticeship Training DMP - Supplier Guidance V2' from the bid pack, page 9 and follow that process

This refers to surveys issued by the supplier.

292. Hi Regarding Clause 14.4 of Attachment 7, Could you please confirm that this will not apply to any co-investment obligations generated whilst the apprentice was on programme and that the Customer will settle any co-investment due up to the point of the apprentice leaving the programme, as per the funding rules.
When an apprentice leaves their programme early (withdraws), the 2025 to 2026 funding rules require a formal reconciliation of co-investment to ensure the employer has only paid for training actually delivered.

290. Good afternoon, Can we add courses to our Framework provision when they are in development, anticipated to be recruiting / delivered soon? Or do we need to be showing as a provider on the 'Find apprenticeship trainingGOV.UK' site before we can add the course to our provision on the CCS Framework? Thank you
The only standards which are available to suppliers to offer via RM6102 are those which are "approved for delivery". There is an automatic update on a monthly basis which links into the Skills England website to ensure the offering is reflective of those "approved for delivery". Therefore, a supplier cannot offer a course via RM6102 that is no in "approved for delivery" status. Suppliers will need to be a provider on the government website to be able to fulfil a contract for a given standard.

289. Good afternoon, Could you please advise on how best to answer the following question - 'Please confirm how you will deliver 20% off the job training requirement, between one or more of the options below (your accumulative total across your selected option(s) should equate to 20%).' 1. What is the definition of online learning versus blended learning? If we answered 10% classroom-based and 10% online, would we then answer 20% for blended? 2. Which category should self-guided/independent learning be included in? Would that be blended/online? 3. Does the 20% requirement remain for this question, in spite of the phasing out of the 20% rule across apprenticeships in favour of specific OTJ hours per standard, from August 2025? Many thanks
Q1. A DfE definition of "blended learning" is 'Blended learning: a mix of face-to-face and remote methods. An example would be the 'flipped classroom', where main input happens remotely (for example through video), while practice and tutoring happen in class.' (source: https://www.gov.uk/government/publications/whats-working-well-in-remote-education/whats-working-well-in-remote-education#:~:text=Remote%20education:%20a%20broad%20term,pupil%20at%20a%20later%20date.) Taking this definition, please complete the questionnaire as you best see fit. CQ 237 is also worth referencing before a response is submitted.
Q2. As a general rule, for apprenticeships, self-guided/independent learning is best categorised under blended learning, though it is a key component of online learning as well. The defining factor is how that independent study is combined with other learning methods.
Q3. Yes, the 20% remains for the time being. This policy change is being reviewed with a view to how the complete portfolio of changes impacts the DPS agreement.

288. In relation to the question and response in line 57 of the clarification log, our EPA delivery model uses a large pool of contractors to manage peaks and troughs in our intake. We are proposing, in line with the previous response, to add a handful of their details, focusing on those contractors who have registered companies. However we are uncertain whether they will have DUNS numbers as they have not taken part in procurements in their own right. In line with the response in line 57, we will then record the specific subcontractor used on any order schedules. Would this be appropriate for the purposes of the framework?
Please see response to clarification Q40. In addition any subcontractor would need to register for a DUNS number (which is free of charge) via the Dun & Bradstreet website'.
