160. Following on from our previous clarification and you response (number 159) - Thanks for the response. Would you allow us for the modification of the template in this instance so that we can have it signed by our client? Please note this is a re-application as our firm has changed the name. That would be much appreciated, as we need to be back as soon as possible, having one tender bid application kept on hold (and at risk of being removed) due to the 'removal' from the framework due to the change in name. Thank you very much.
Hello, as advised, suppliers are not to amend templated wording.

159. Attachment 1a 'Letter of Confirmation of Services' and the way it is redacted is aimed at construction services rather than architectural services. We have been in contact with our clients regarding Attachment 1a 'Letter of Confirmation of Services' with the text shown as it is. We have received similar responses where they are unable to sign the letter as redacted. We understand this is because of contract and insurance legalities that expand for certain years after completion, which could put our clients at risk if signed, especially to projects recently undertaken, and because it states 'construction professional services'. We believe it is a similar scenario to other consultants. As stated, this letter is linked to construction services, which are a different matter, and not architectural services. We have been working for 70 years, which proves our clients are satisfied. To make the letter more adequate to the services recently undertaken, we suggest replacing or crossing the words in red and adding the ones in green in the Attachment 1a 'Letter of Confirmation of Services'. We named at part (2) of this letter of confirmation, confirm that the bidder named in part (1) of this letter, has satisfactorily completed construction / undertaken professional services for [insert project name] during the period of [insert dates]. Please would you be happy for us to undertake this change, so that we can have the letters signed? Otherwise please advise on the way forward so that we can have such a letter signed by our clients in recent projects. Many thanks
Hello, We would not usually allow modification of the templates, and they are the same for all suppliers on the DPS. And we have lots of architect firms on it. This has not previously been raised as an issue?

158. So, just to clarify in regards to clarifications 155 & 156. We can still apply to get onboard the DPS without holding ISO 14001, or a CRP and we will not be rejected? However, we cannot apply for the £5m+ lot, and ISO 14001 may be mandatory at call-off stage, depending on the individual client?
Yes, so, taken from our spec document; Where a more advanced level of cyber security is required by the Buyer, for example, Cyber Essentials Scheme Plus and/or ISO27001, the Buyer will make this explicitly clear at call off. In relation to CRP, Are a supplier that selects £5,000,000 - £10,000,000 and/or > £10,000,001 at Q150 of the DPSQ, you will
provide a link to your most recently published Carbon Reduction Plan

157. Good morning, Is the DPS only open UK registered firms? As there are list of other countries we can select from but the postcode only allows a UK postcode and cannot be left blank. Thank you
No, the RM6242 DPS is not restricted to UK-registered firms. Overseas and international companies are fully eligible to apply. How to Resolve the Postcode Issue on the Portal
Enter Your Local Equivalent: When completing address details for non-UK organisations or overseas parent companies, select your country from the dropdown list and enter your country's local postal code or ZIP code equivalent
.
Handling Portal Validation Errors: A known technical issue occurs on certain address fields within the Supplier Registration Service (SRS) portal, where entering a foreign postal format triggers an error requiring a UK postcode
.
Contact SRS Technical Support: If the system blocks you from progressing due to this postcode validation error, Crown Commercial Service (CCS) instructs suppliers to contact the SRS Service Desk (NQC) directly to resolve it

156. Thank you for your reply to my query number 155. Please can I clarify - You mention "Cyber Certification" with regards to ISO 9001 & 14001 - we hold Cyber Essentials Plus and ISO 9001. It is just 14001 certification that we don't hold which is Environmental Management, rather than Cyber. We can demonstrate our environmental management is fully compliant with the ISO certification.
While ISO 9001 and ISO 14001 are not required for framework onboarding, individual public sector buyers running bespoke Calls for Competition through the DPS Marketplace may choose to evaluate specific Quality Management or Environmental Management standards as part of their contract-specific tender criteria

155. Question 1) With regards to ISO 9001 & 14001 - we are a relatively new SME and only hold ISO 9001 certification. However, we can provide details that our processes align with ISO 14001. Will this be acceptable? Question 2) As we are a fairly new SME, we do not yet have a Carbon Reduction Plan - this is still being developed. Can we still apply if we don't select projects over £5m? We can provide details of our processes of carbon reduction. We're hoping that these will not be blockers to supporting SMEs applying for this DPS, and that the response to both these will be yes. Thanks.
In accordance with PPN 06/21, a published Carbon Reduction Plan is mandatory only for suppliers delivering contracts with an anticipated value of above £5m per annum
With regards to Cyber certification holding both ISO 9001 and ISO 14001 accreditations is a mandatory requirement for appointment to the RM6242 DPS unfortunately.
Hope this helps.

154. Question 154 requires at least one selection but offers only ISO 27001 and Cyber Essentials Plus. Clarification 152 confirms that basic Cyber Essentials is the mandatory certification for appointment, which we hold, and neither of the options at question 154 is an entry requirement. Please confirm what a supplier holding neither ISO 27001 nor Cyber Essentials Plus should select in order to proceed.
Question 154 of the DPSQ allows suppliers to indicate their Additional Capability in relation to Data Security measures held (Cyber Essentials Plus or ISO 27001). This question should be completed in line with the DPS Guidance provided. You are advised to select only the relevant criteria to your organisation.

153. Good morning, Is the DfE Framework live. Can you please add us to the tender. Thank you. kind regards,
We do not have visibility on individual customers' ITTs. You would receive an invitation directly from the customer to the email address listed in your DPSQ 159 response, provided your service filters match their specific requirements.
Please note that the customer cannot add new DPS suppliers to an active ITT once the customer has already run the filters and published the opportunity.

152. We are in the middle of completing the supplier questionnaire for the Construction Professional Services DPS and one of the questions request a Cyber Essentials Certificate. We don't hold a Cyber Essentials Certificate but we do hold the ISO 27001 certification - the international standard for Information Security Management Systems (ISMS). Will you accept the ISO 27001 instead of Cyber Essentials? If so, where do we upload this to the questionnaire?
GCA can confirm that any supplier wishing to be be appointed to this DPS must hold the Cyber Essentials certification at the point of application. A Supplier without this certification will be rejected from the DPS.

Please note that our records indicate your organisation is not currently 'Appointed' to the RM6242 DPS. You must complete your application and reach 'Appointed' status before you can be included in any customer shortlists or receive tender invitations.

149. Good afternoon, For questions 179 and 180 can you please clarify what you mean by "documentary evidence for a list of principal contracts for goods and/or services provided in the last three years" - Do you mean letter of confirmation of services for each of our awarded contracts over 3 years? Please clarify what we need to submit
Question 179 and 180 do not require an upload of documentary evidence. Rather, Bidders should describe contract examples at the relevant question in the DPSQ (ie, question 55) and upload a letter of confirmation of works at the relevant question of the DPSQ (ie, question 56)

148. Regarding the DPS Appointment Form and associated schedules, can you please confirm the precise distinction between and definition of the Core Terms Order Contract and the Non-Core Terms Order Contract.
At DPS level, the Public Sector Contract is used. This is known as the core contract. NEC 3&4 and JCT are classed as non-core contracts.
Please see the "Joint Schedule 1 (Definitions)" document, contained within the Bid Pack for more information.

147. While reviewing the information on the Confirmation of Services page, we had a query regarding the reference to the services and capabilities selected within the DPS filter. We are currently unable to view our previously submitted responses to the relevant DPSQ questions and therefore cannot confirm which services and capabilities were selected, in order to ensure we provide an appropriate and aligned contract example. Could you please clarify whether responses to this section are locked once submitted? If so, is there any way for suppliers to review these responses again, or to request confirmation of the selections made?

146. Good afternoon, We began completing this DPS SQ in November 2025 and are now at the stage where we need to submit our SQ Evidence. Since then, in February this year, our organisation has changed its trading name, and the same change has been applied to our parent company. Our legal entity name, however, has remained the same. We are aware that this may cause some confusion during your assessment, as the details we originally submitted reflect our previous trading name and cannot be amended within the existing SQ. Could you please advise on the best way to proceed? Should we continue completing this SQ using the previous trading name, or is it necessary to start a new SQ from the beginning under the updated trading name for both our company and our parent companies?
Hello, you would need to start a new SQ from the beginning under the updated trading name for both company and parent companies

145. Following up from a previous clarification regarding Persons of Significant Control. The form for the DPS SQ does not allow bidders to correctly input the PSC details where the PSC is a company and not an individual. For example, DOB is a required field and cannot be marked N/A, however a company does not have a DOB. The guidance link you previously referenced states that a different set of information is required for companies that are PSC, however the form is not set up to support this. Can you please confirm if the following will be acceptable with the submission: - For DOB, inserting the PSC company's registration data - For Nationality, inserting the country in which the PSC company was registered Thank you
Regarding the PSC fields in the SQ: For Date of Birth, please enter the company's date of incorporation. For Nationality, please enter N/A.

144. Can you please confirm whether the contract example, that must have been completed within the last 3 years, needs to be within the UK, needs to be a public building, or needs to have been procured via a public sector framework?
Examples can be public or private
Examples provided must relate to contracts performed during
the past 3 years, prior to this DPS application to be valid; (CCS
confirms that it would be acceptable if the project
examples/programme had a phase that covered a defined piece
of work and the bidder had completed all activities and
deliverables associated with this phase)
Customer contact provided must be notified by you that they
may be contacted by the Authority (the Authority reserves the
right to verify the accuracy of contract details provided);
Example must be for Services and capabilities that you selected
within the DPS Filter and examples clearly and unambiguously
fall within the scope of the requirement;
Example of a contract awarded under a Framework Agreement
via a Call Off contract will be considered valid, but Framework
Agreements themselves will NOT be considered valid;
Customer contact provided must not have been employed or
appointed by your organisation, or from within your associated
group of companies, within the past 3 years prior to this
application to the DPS;
Example may cover situations where your organisation was
acting as prime contractor, subcontractor or part of a Group of
Economic Operators

143. good afternoon, I completed 'Registered 1' last last year, however our services have since expanded, Is there a way to update these as we cannot see away to do it on the portal.
'Registered 1' status means that you have submitted the standard Selection Questionnaire (SQ) but still need to complete and submit the Construction Professional Services DPS Questionnaire. You can sign in and continue your application on https://supplierregistration.cabinetoffice.gov.uk/dps-supplier/RM6242. Please see the DPS Needs document page 23 within the bid pack for all the DPS Questionnaire (DPSQ) Status flags (Section 113).
Bidders will find questions relating to Technical and Professional Services beginning at question 74 of the Construction Professional Services DPS Questionnaire.

142. Further to submission of our SQ questionnaire we are now required to upload supporting evidence to the portal. Can you please provide further clarifications in respect of the following questions: 172. Upload documentary evidence for parent company guarantee - At framework appointment stage we would only expect to be asked for a commitment to provide a completed parent company guarantee (PCG), in the client's proposed form, during the award process for future call-off contracts. Can you please confirm if this will be the case and also what you would expect to see as evidence at this stage? 179. Upload documentary evidence for a list of relevant principal contracts for goods and/or services provided in the last three years - Can you please clarify the scope and evaluation criteria for this question in terms of the following points: 1. The meaning of 'relevant principal contracts'? 2. The number of 'relevant principal contracts' for which is evidence is required? 3. The type and nature of documentation required? (Please note that we would not be prepared to upload any commercially sensitive or otherwise confidential information such as signed contracts). In response to questions 166 and 171 we have uploaded 2 years published accounts for both our organisation and our parent company. Can you please advise if this information is sufficient to satisfy the following questions? Or, if not, please clarify the type and nature of evidence required? (Please note that we would not be prepared to upload any commercially sensitive information such bank statements). 182. Upload documentary evidence for a statement of the turnover 183. Upload documentary evidence for profit & loss account 184. Upload documentary evidence for current liabilities and assets 185. Upload documentary evidence for cash flow for the most recent year of trading for the organisation Kind Regards
CCS can confirm that bidders are not required to submit evidence to Question 166 - Question 185 at the point of application.
All necessary evidence should be provided to buyers at the point of contract award.

141. Hi, We are at the final 'REGISTERED 2' stage and need to provide a contract example for RM6242 DPS. Is this supposed to differ from the contract examples provided at the previous stage? Can you provide more clarity on what type of example we need to provide here?
CCS can confirm that questions 133, 134, and 135 of the Standard Questionnaire (SQ) are not applicable for the Construction Professional Services DPS and that Suppliers should not complete these questions (please see 'READ FIRST RM6242 - DPS Needs_v4.0 document' and Selection Questionnaire - Not Applicable questions section on page 17.
Where a Contract Example is required in the DPSQ, we are asking for an example of a contract where you have delivered services similar to those you have ticked as able to provide in the filter matrix. You should describe the services provided in line with the DPSQ guidance. The letter of confirmation of services does not provide any further detail; it acts as confirmation of the contract between the supplier and the customer for CCS.
