Q144-146 - on Apprentices - the DPS has no value and individual contracts could be relatively small, so no commitment to engaging apprenticeships or specific training can be offered specifically related to this contract (we do have Apprentices but on a company wide basis); how therefore do we answer these questions.
Whilst CCS cannot guarantee any business through our agreements, where appropriate we expect suppliers to support applicable Government policies. Therefore if you can support apprenticeship where appropriate please respond accordingly. a response stating No to these specific questions would not prevent you from being appointed to this DPS.

33. There are categories for which we as a business cannot offer products or solutions as a whole on our own, however, we do have established partnerships which would allow us to offer such products or solutions within these categories in collaboration with other entities. Please can confirm whether we are able to appear in these lots on this basis?
Please refer to the DPS Needs document, Who Can Request to Participate heading. You can submit a request to participate as a single legal entity. Alternatively, you can work together with other legal entities to form a Group of Economic Operators or use Subconractors. If you do, we ask the Group of Economic Operators to choose a lead member who will submit the bid on behalf of the Group of Economic Operators and you will have to identify what each of the parties is contributing to the bid. You can do this in Your Request to Participate. You are advised to select only the relevant criteria to your organisation. Buyers using the RM6213 Marketplace will assess your credentials for specific contract opportunities during call for competitions.

30. Could you please clarify the definition of Installation Location as mentioned in the Funding Option Filters.
Installation location relates to the area/country you are able to install/work enabling potential customers to support localism if required.

There are no LOTS in the agreement - the special conditions apply to all services.

24. Core Condition 10 - Please could the CCS confirm whether there is to be an optional 12 month extension period as per clause 10, as the Appointment Form states that there is to be no extension period.
Customers may enter into a contract with a supplier for a period of their determining which may exceed the RM6213 Vehicle Charging Infrastructure Solution DPS Agreement, should this agreement be terminated at any time. The flexibility of the contracting period allows customers (Buyers) to determine appropriate contracting timelines required to enable the supplier to meet customer needs.

23. Core Condition 9.1 - Please could the CCS delete the word "change" in this clause - the provision is generally acceptable however we cannot grant a licence to "change" our companies' intellectual property, only to use it and sub-licence it "as is".

22. Colleagues noticed your recent contract tender call, and wondered if there was a way of engaging with the team responsible for it - though not as a potential supplier more as a potential data and evidence source for the best approaches for deployment of such infrastructure?
The agreement includes the ability for Suppliers to offer consultancy and feasibility services- as the agreement is now available the design and development stage has been finalised by the team.

20. The dynamic purchasing system (DPS) mentions "supplier funded" EV charging facilities as one of the options. Does this imply private financing, or that the chosen supplier will arrange their own financing for the facilities' construction?
Supplier funding is a potential option our customers may wish to consider. Supplier funded models are those where the Supplier enters into a contract to supply, operate and maintain vehicle charging infrastructure over an agreed period of time with minimal or no upfront costs to customers, their remuneration maybe through providing chargeable services to customers over the period of time that the charging infrastructure is in place.

18. Dear sirs, We have seen the new DPS - RM6213 for 'Vehicle Charging Infrastructure Solutions (VCIS)' We have reviewed the Bid pack but are unsure if this DPS is open for 'Materials Supply only' offering. As an Electrical Wholesaler, we are experienced in the supply of EV charging units and associated products and materials, however, we are not a contractor so our offering would be a 'Materails' supply only provision. Can you please advise if this offering is compatible with the DPS, or if this DPS process is for supply and install offerings only. Kind regards
Yes, the DPS can accomodate the supply of hardware only if that is required by our Buyers (Customers). They may wish to purchase hardware and arrange installation separately from different supply chains.

We can confirm that you do not need to populate Attachment 3 Financial Assessment Template. This is the document that we will use to assess your financial risk in line with the Economic and Financial Standing paragraphs in the DPS Needs document.

15. Also Para 73 indicates that there are more questions than detailed in the downloaded Questionnaire (HMG-Unit_SQ_409_v9) - is that correct.
Paragraph 73 within the DPS Needs document sets out all of the questions that are not applicable for this DPS agreement. Therefore, if any of the questions detailed in paragraph 73 appear in your SQ, you can leave these blank.
